Vietnam Hydraulic Engineering Consultants Corporation - JSC (HEC) is a consulting enterprise specialized in investigation and design of hydraulic, hydropower projects. One of the strengths of HEC is construction supervision of works in following fields:

• Construction supervision consultancy
• Equipment installation supervision consultancy

Construction quality supervision services of HEC include:

• Checking construction commencement conditions according to regulations specified in Article 72 of Law of Construction;
• Checking the compatibility of the contractor qualifications compared with those in tender documents and construction contract, including:

o Checking labour force, construction equipment of the contractor in construction site;
o Inspecting quality management system of the contractor;
o Checking license to use machinery, equipment, materials which required safety for work construction;
o Checking the contractor’s laboratories and facilities for producing materials, components, construction products for work construction.

• Inspecting and supervising quality of materials and equipment installed in the construction provided by the contractor as required by the designers, including:

o Checking quality certificate of the producers, testing results of standard conformity laboratories and results of quality testing of organizations recognized by authorized agencies for materials, components and equipment before installing in the works;
o If suspecting testing results of quality of materials, equipment installed in the works provided by the contractors, the investor will directly check these materials and equipment.

• Inspecting and supervising during work construction, including:

o Inspecting construction measures of the contractors;
o Regularly and systematically inspecting and supervising the construction implementation of the contractors at the construction site. Inspection results should be recorded as specified;
o Confirmation of as-built drawings;
o Commissioning the work as stipulated at the Article 23 of Law of Construction;
o Gathering, checking documents for commission of construction, equipment and work component completion.
o Detecting errors, unreasonableness in design to adjust or to require the designer to adjust;
o Re-inspecting quality of work items and construction work when there is any double about construction quality;
o Presiding and collaborating with related parties to solve problems arising during the work construction.
