Since 01/9/2013 Consultancy and Supervision Center has been merged into the Consultancy Company No.13.
1. Organization model:
HEC 13 is a dependent accounting member unit under the management and leadership of the Corporation.
The organization consists of:
* Director.
* Deputy director.
* Business - General Affairs Department.
* Design Department No.1.
* Design Department No.2.
* Technical Department.
* Construction - Cost estimation Department.
* Team leaders and staffs.
2. Function:
HEC 13 is a direct production unit specializing in investment consultancy, design of construction and hydraulic projects under the direction of the Corporation.
3. Duties:
a. Based on contracts and outline contents approved by the Director General, the Company is responsible to carry out in accordance with the quality management system ISO 9001:2000 with following fields:
* Planning design, preparation of investment project, design of hydraulic, hydropower works, preparation of total cost estimation, construction cost estimation, including:
- Making planning for hydraulic, hydropower projects (included related sectors)
- Preparing construction investment report
- Preparing investment project.
- Preparing technical economic report of projects.
- Designing works.
* Preparing tender documents for design, civil works, equipment procurement, assessment of tender documents.
* Being general contractor for design and project management in accordance with construction and investment management charter, construction technical supervision.
* Designing treatment measures for foundation and body of works.
* Assessing impacts of planning and construction projects.
* Undertaking test work, transferring technology.
b. Taking part in timely solving related issues arisen or required being corrected during consultancy, design and construction as required by the Corporation and the Investor, preparing detailed and reasonable reports which will be used as basic documents for projects and payment procedures.
c. The project managers, Company Director, design team leaders are responsible for quality of the works and strictly comply production procedures in accordance with ISO 9001:2000 system of the Corporation and current regulations, procedures, legal documents of the State as well.
d. Involving in periodically internal quality assessment as specified in the ISO 9001:2008 system of the Corporation.
e. Participating in training courses, professional seminars in interested fields at home and abroad. Involving in setting up design standards, regulations, procedures, typical designs, being responsible in organizing training courses to improve professional level for employees.
f. Delivering design documents in accordance with regulations specified in the ISO 9001:2008 system of the Corporation.
g. Implementing other consultancy services related to construction investment.
